Project Inspector/Pulaski County
JOB SUMMARY: Responsible for the inspection of roadway and bridge construction projects that are completed by private contractors ensuring adherence to the plans and
specifications and acting as the liaison between the design engineering firm, construction contractor, utility companies, and Pulaski County Public Works Department.
ESSENTIAL JOB FUNCTIONS:
· Reviews contracted construction projects to ensure new road and bridge construction complies with all material and method specifications in approved project plans and blueprints.
· Operates field test equipment, including nuclear density testers and concrete testers, to determine the stability and strength of materials, measure line and grade, check the compaction and moisture content of stone and soil, concrete evaluation, and collect data regarding the characteristics of construction and right-of-way sites.
· Completes daily reports detailing all work completed, materials used, number of workers on the job, weather conditions, and other pertinent information related to work completion.
· Approves field change requests allowing minor deviation from plans when project quality will be maintained.
· Coordinates the notification and scheduling of utility companies when the movement of utilities is required on the construction site; maintains a log of new placement of utilities to ensure avoidance in future work.
SECONDARY DUTIES AND RESPONSIBILITIES:
· Reviews contractors’ bills for accuracy in man-hours and materials billing.
· Reviews contractors’ change orders to make recommendations to Public Works Director when a deviation from original plans becomes necessary.
· Observes construction when necessary to ensure the project will meet plans and specifications.
· Serves as a liaison for contracted construction projects between the construction contractor, construction foreman, design engineer, utility companies, and Public Works Director.
· Performs other related duties as required.

WORKING CONDITIONS: Duties will be performed primarily in the field at the site of construction projects. Duties will involve extensive travel within Pulaski County to observe construction on a daily basis.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
o Considerable knowledge of bridge and asphalt roadway construction materials, techniques, and procedures.
o Considerable knowledge of the safety requirements, laws, ordinances, and policies governing public road, and bridge construction.
o Good knowledge of civil engineering principles and practices.
o Good knowledge of engineering mathematics.
o Familiarity with Global Position Satellite Surveying methods.
o Ability to read and interpret blueprints and specifications.
o Ability to detect discrepancies in construction work.
o Ability to maintain detailed construction needs.
o Ability to remain on call on a 24-hour basis for rotating shifts.
o Ability to attend work regularly and reliably.
o Ability to communicate tactfully and effectively, both orally and in writing, with utility companies, City and State officials, County employees, and the general public.
o Ability to supervise the use of heavy earth moving equipment including asphalt distributors, dump trucks, rollers, road graders, chip spreaders, tanker trucks, sweepers, front-end loaders, and tack tanks.
